Proper Outlines

I am writing a procedure that uses number formatting. Here is the formatting I have a question about...

6.1 XXXXX
6.1.1. XXXX
6.1.1. XXXX
6.1.2. XXXX

6.2 XXXXX

Question: Do I have to have a 6.1.2 in order to have a 6.1.1? In other words, if I do not have two at least two sections for each subset, do I have to use bullets?

You do not, I think, need to have two subsets in order to have one. Also, you should not have two subsets named 6.1.1. That would cause confusion.
