    Default A little & A few

I have read the lesson of " A little and A few & little and few " and I almost have understood it but there is a problem with me . This problem is that when you say " little and few " refer to negative meaning and " A little and A few " refer to possitive meaning who will decide the possitive or the negative meaning? I think here there is no rule to decide it .
I will give you an example:-
When saying : I have ... sugar. I will consider this is a negative meaning so I will use "little" to refer to this as a negative meaning, some body will say OK if there is A little sugar it is a possitive meaning so he will use " A little " .
Please can you tell me what I have to do in this case?
