Default shall

shall is used in future tense
i just want to know its other uses . is it used to get permission ?.
example : shall we start?

Americans don't use it much. In the UK, it can be a future, though mostly in formal English nowadays. We use it in questions:

Shall we start? suggestions
What shall I do? advice
You shall do it! strong orders (stronger than 'will'), usually when angry
