what's the difference in meaning between these sentences: I never smoke cigarettes and I have never smoked cigarettes

the 2nd means I have never tried to smoke, I don/t know what it's like whereas the 1st means I never do it

do they mean exactly the same? is there any difference between them?

when using "have" in situations like this is mandatory and when it's not?

1st isn;t correct. probably it's used in spoken language. have here is vital 'cos it's present perfect which shows that up to this moment you never did it.
never is used with present simple (I never smoke) and present perfect (I have never smoked)
