I would say 'cause them a lot of inconvenience'.

How about 'cause a lot of inconvenience to them' or 'make a lot of inconvenience to them'?

'cause a lot of inconvenience to them' - OK, but I prefer the other word order.
More likely:
People are not willing to bring their own bags for shopping because it would be inconvenient.(Don't say "make inconvenient" as that combination isn't used.)
