When something is 'part of the game' it will most likely mean that it 'comes with the territory'. Example: I don't particularly like giving presents to strangers every day, but when you're in the lobbying business, I guess it's part of the game.
When someone is 'part of the game', it will most likely mean that he belongs to a certain circle, that he is 'in' on a certain plan, member of a certain crew...
