It sounds as if he is about to be removed from the discussions so that the others can talk freely about Turkish accession- there are probably periods when he can be present and others when only the members are there.
The pope is not just an ordinary witness- 'crown' is used to signify royal authority (Law Dictionary).
Or he is making some trouble that they want him out of the discussion.
I think it means that the EU is about to give qualified approval for Turkey to join the EU.
