Both are impossible. Mary's mother cannot have been dead when she was born.

Mary's mother died when she was born [she died in labour]

Do you mean English native speakers rarely use 'die' with present perfect tense? Under what circumstances will you use 'have /has /had died'???

"He has died" - this is commonly used to say that someone died.

"I haven't seen Joe Bloggs recently."
"Oh - hadn't you heard? He has died."


It is tragic about the children who were lost on the moor. They have died from exposure.
