If you are trying to say that the beginning time and ending times will be later I think "The new work hours will benefit people who like to sleep late." works better. This is because the terms time and duration both refer to a span of time but do not have direct inference to beginning or ending whereas the term hours refers to a specific time period and infers a specific beginning and ending.
