What are you up to - What have you been up

Hi there, are the meaning of those two phrases the same? The grammatical structure of the first one seems strange to me, is it grammatically right? Also could you expalin the meanings of them please, l in which cases we can use them?.

What are you up to? is very commonly used. It means "what are you doing now?" present

What have you been up to? is also very common but the tense is past continuous. It means What were you doing? and what are you doing?
