Does the second convey the same idea as the first in the above? If not, how would you reword the second to mean pretty much the same as the first?

That makes more sense to me. However, the first sentence does not make perfect sense to me and needs to be clarified as I have done. However, it could also have read
Few children can attend a family affair without seeing the adults enjoying their liquor.
In which case the second sentence would be.
Most children who attend a family social event can see the adults enjoying their alcohol.
