could you please tell me whether it is possible to say "driving authorization" when a company authorizes its employee to use its car in international traffic? Or is "vehicle use authorization" better? Or any other ideas?

I see nothing wrong with "Driving Authorization" or "Driver's Authorization" or "Vehicle Use Authorization." I would choose "Driver's Authorization."
But here it doesn't mean "driver's licence" (authorizing him to drive the particular grade of a motor vehicle and in our country issued by the Police), but simly a "power of attorney" granted by the company to its employee. Therefore I am asking whether "driving or driver's authorization" is not misleading.
