I try to find what "lie within" mean but I cannot find it in any online dictionary or idioms dictionary. However, it has been used widely even in New York Times.

Some context would help, but in the sentence "Manhattan lies within New York", it means that the district of Manhattan is inside the boundaries of the city of New York.
