I would say after the person knows some of the basic verbs, like did.
( used to - (I) have done it, but (I) don't do it anymore.)

Everyone at that age has given up certain things in favor of other things they have become more interested in. Also, they would understand something like: We used to visit my grandmother every once in a while. She died last year. Now we can't do that anymore. ~R |

An individual four, five or six years old doesn't have enough experience to understand an expression like "used to" as well as somebody older. There is just not much of a past there.
I think a ten-year-old would understand an expression such as, "I used to play with dolls, but I have outgrown that."
