    Smile cause charges

    Hi!!
    Could you, please, explain me what does the phrase cause charges mean in the following sentence:

    The only possibility is that we issue for each delivery such a document with the stamp of the chamber of commerce but this will cause charges each time.

    This new document they will issue with each delivery will mean extra work for somebody, so there is a charge to cover the cost of this.
    Actually, the phrase is, 'will incur a charge'.
