Default Admit

Hi. Is it obligatory to use "to" when the term "admit" means "to acknoledge, recognize sth. as true or genuine", for example: The defendant admitted TO all of the allegations made by the plaintiff. Is it gramatically incorrect not to use it? thanks in advance?

It's not always necessary to add "to."

"I'll admit that I can be strict when it comes to punctuality."

"Admit it, you never liked my mother."

"OK, I'll admit that I called him a 'pile of parrot droppings' but that is still no excuse for him to punch me in the face."
