Default help me to understand some article!

1.
...
Pitt said he hopes that groundbreaking will start in the spring and that people will be moving in as early as summer.
...
2.
Rains pushed by hurricane-force winds pounded the Pacific Northwest for the second day Monday, closing off coastal highways, shutting down schools and cutting power to thousands of homes.
...

Hi,
1)
I guess it's related with a reported speech.
Hence, I think,

"Pitt said he hoped that groundbreaking would start in the spring and that people would be moving in as early as summer"

is correct.

Please tell me why a simple present(hope) and 'will' is used instead of 'hoped' and 'would'.

2)
I am always confused whenever reading bare infinitives preceded by a comma.(see red-colored bare infinitives). I think it is a sort of reduced form. Right? What is the previous form? If I know that, I can understand them well.

Thanks.

So, what are meanings of those sentences including present participles? (:

i mean, what are subjectives of closing off , shutting down, and cutting?

To paraphrase:

On Monday, rains pushed by hurricane-force winds pounded the Pacific Northwest for the second day in a row. The effect of the rain closed off coastal highways, shut down schools, and cut off power to thousands of homes.
