Question relative clause

I would like to inquire abou the relative clause. can where take the place of which in the following sentence:

Publicity is the department which concerns about advertising

Delete "about."

You cannot use where.
But you can see either
"Publicity is the department which concerns advertising"
or "Publicity is the department that concerns advertising."

"which" is a just a little more formal.
