To express July 2007, should I say "this July" or "last july"?
"I went to Hawaii this July." means that I went to Hawaii in July 2007?

i mean, if we are now in December, 2007 how can the "last" July be the July, 2006?

Because "last" can be taken to refer to July or to year.
this (year's) July
last (year's) July
So if you say "this July" now in December, or if you said it in May of this year, there can be no doubt that you mean(t) July of 2007. (of course in May you would have used future tense)

To ensure that all are clear, we often add other words to help clarify; past / coming / ...
"I went to Hawaii this past July."

Even among native speakers, this causes confusion.
Use an expression that says exactly what you mean.
I went to Hawaii in July this year.

Say: it's Monday. Is it right to say, "What did you do this weekend?"

Sorry, I just realized that you were asking about "the last July", but the original Question was about "this July" and "last July", no "the". That is why you were confused; you added a "the" that wasn't there before.

The past tense verb tells which weekend you're talking about.
