Cool Choice of proper preposition

Dear Teacher,

Can you help me choose the proper propostions and correct as appropriate the following sentences :
  • I obtained a ruling from/by Revenue Canada.
  • This ruling was given From/by Revenu Canada.
  • I received a gift from my mother. (is this right ?)
  • This gift was given to him by my mother ( is this right ?)
  • A loan was granted by the Bank to Russia
What is the difference between From vs By ?

When you receive something it is "from" someone.
Something is given "by" someone
