I would like to know the meaning of "1".
1. Sea birds pay the price of the spill oil

When oil tanker ships spill their oil in the ocean because of human carelessness, the spilled oil gets onto the brids' feathers and prevents them from flying. When the birds can't fly, they can't eat, so they die. Therefore, sea birds pay the price (their lives) for human carelessness.

definitely not "spill":
must be "spilled oil" or "oil spill."

I don't think "pay the price" is the right expression here.

How about:
When humans are careless and oil is spilled at sea, it is the birds who suffer.
