They are used differently. Examples:
I can't remember what I said to make you so angry.
I can't remember what I was saying when you so rudely interrupted.

was+verb(ing)= past continues. It means when you do something like drinking tea, something happened suddenly.
I was drinking tea when my mother called me.
Am I right?

I think you are right about past continuous, but why did something have to happen suddenly?
