You would tend to use this expression to describe something you did just for the sake of doing it-for no particular reason.
"Just for the hell of it, why don't we all jump in the lake."
"Why do you drive so quickly?"
"I don't know really-just for the hell of it, I suppose."
It's a kind of justification for something you do without having any special or clear reason for doing it.
