I'd like to know the difference between 'To be able to speak English well you have to practise constantly' and 'Being able to speak English well you have to practise constantly'. Thanks!
Your first sentence is fine and means that in order to speak English well it is necessary to practice frequently.
The second I don't like as "Being able to speak English well ..." means that the speaker can already speak English well, but this doesn't quite fit with the rest of the sentence.
