The following is a fill-in-blank question:

There have been several events _____ to the 2008 Beijing Olympic Games.
A. adding B. to add C. to have added D. added

I think 'to add' should be the choice if the IOC haven't finally decided to but we think they will. And 'added' would be better if they have added these events to the Games though the Games are next year.

Am I right about the choice? Thank you.

or
Several events have been added...
(Arrangements have already been made.)

There are several events to be added:
(The events are though of as future.)

If the IOC hasn't finally decided:
Several events are likely to be added.
The IOC has considered adding several events.
It is possible that the IOC will add several events.
