If someone told me something that I want to agree with, should I say that is how I understand it, too, or that is what I understand it, too? Thank you.

Possible, but less common:
That's how I understand it too.

These are correct, expressions you'd use in conversation.

To be very formal:
I am of the same opinion.

or you can simply say.."truer words were never spoken" that means you strongly agree with what the other person has just said. Example: "I find that the earlier I get up, the better the day I have." Reply: "Truer words were never spoken. The morning hours are definitely the best hours of the day.
