Default Admit : To or without to

Idon't know whether to use "to" with admit. What is the differences between these:

He admitted all his mistakes
He admitted to all his mistakes

Mary admitted lying
Mary admitted to lying

I believe that the function word "to" should always be included for clarity but I have seen these statements both ways.
