Hello;
Relations between Britain and Sudan have been strained since the Darfur

1- with Sudan's decision helping it improve 2-as 3- and the Sudan's

decision seems to 1-improve it 2-help it improve.

which one of the three followings is grammatically correct?

It is still not entirely clear.

...since the Darfur what? Darfur is a region, so is it the Darfur crisis or the Darfur war or ?????

In your completions, "it" is not clearly linked to anything. "it" is singular. If you mean to refer to "Relations", you need the plural - "them".

2-as the Sudan's decision seems to help them improve This one does not work.
3- and
the Sudan's decision seems to help them improve


There is another alternative you might use:

but the Sudan's decision is helping to improve them.
