You can call that person a promise breaker. Actually you can find some references to promise-breaker on the net, but I don't think that the one-word hyphenated form is widely accepted.

You can call such a person unreliable, but of course the meaning is not a specific as promise breaker is.

Or in older literary texts you can have 'an oath breaker'.

    I would call the person:
    - selfish [BEST ANSWER, strong]
    - self-seeking
    - self-oriented [weak]

    My Reasoning:
A "Promise", in the sense of a verb, is something of which we agree to do. "Do" is an action, a type of behavior, or something we accomplish. If I promise you I will do something for you, with you, etc., then I am acting upon our agreement to fulfill and accomplish the said promise. If I choose NOT to do what we agreed upon, then I am doing what I want to do, not what I promised you I would do. Therefore, I am acting on my WILL, not the will of the promised agreement/arrangement.

In a sense, a promise is also a verbal agreement/contract. In this way, another word describing a person who doers not keep a promise would be:
    - irresponsible

    Good Luck!

    -Ashley
