The context is as follows: a military division received new weapons and the battle commander asks if there are any volunteers. One of the lieutenants says:
"My guys'll be rated on these things by the weekend, sir."
McNeil said, "You'd better be, Lieutenant Vega, because that leads me nicely to the second part."
Does the sentence "My guys'll be rated on these things by the weekend" mean "My guys will learn to use them properly by the weekend?"
