what're the odds?

I'd like to ask about the meaning of the phrase "what're the odds?" in the following passage.

The same reporter followed up: "That's what you said about the Casabad lab. but clearly somebody in the military had the intel."
"Wow," Gallaher said, "a reporter with brains. What're the odds?"

Does the phrase "what're the odds?" mean "is it possible?"

It means "What are the chances of something like that happening?"

In this instance, the speaker is making a wry observation about the press, insinuating that reporters don't usually have any brains.
