It is no longer a question ______ man can land on the moon.
A. that B. whether

I think both answers are fine and 'whether' is better. Am I right?

IMO, whether is the only good answer. I may be wrong, but I see that there are choices in the sentence that's why.

It's like saying : It is no longer a question whether man can land on the moon or not.
