"Send regards" is pretty much a fixed expression. "Receive regards" just doesn't sound English, though grammatically it's okay, and people would understand."

It really doesn't matter how you got the message... the important thing is that he sent his regards to you. By saying 'he sent me his regards' you are acknowledging that you received his best wishes!
