No one is forcing him to leave America. It seems that he was almost forced to go to America as it is assumed that selling cars in America will be a secure job.

The sentence does not in itself make sense.

The context are as follows:

…Catayama who is a kind of exuberant , somewhat aristocratic man was very frustrated at home in Tokyo. There seem to be no place for him in the company. He loved making cars. He was on the wrong side politically. And thatwas a very political company,and he was almost exiled to American on the assumption that selling cars in America would be a sure place ;if you wanted someone to fail, that’s what you would do. and he came here and he loved the America . I mean ,he was more at home , oddly enough, in America than he was in Japan…

It was the company that made the assumptions and did the exiling. The company is the subject.
