Default Neither of the boys/If she was

1) Neither of the boys is/are going to the park.

2) If she was/were given a choice, she would choose to work overseas.

3) If I was/were him, I would dump her straight away.

"Is". Singular
"Was". It was not impossible to be given
"Were". Contrary to fact You can not be him at all
