Default small built, a little short of pretty

Hello everyone
I'd like to ask about the meaning of the phrases "built small" and "just a little short of pretty" in the following sentence.

A young woman, built small and just a little short of pretty, was sitting directly across from him.

Does the phrase "built small" imply that she was short and slim?
And does the phrase "just a little short of pretty" means hat she was almost pretty?
