'Please double check and fill out the missing or error data in report hightlight in green'

'Double check' means 'to check well' so, unless you are talking about using a computer, this is correct.

If I understand your sentence correctly, I would say:
"Please double check the report. Fill IN the missing data and correct any data errors, highlighted in green."
