Default a man of few words

what is the meaning of the phrase "A man of few words" and how it is used. Is it related to someone who speaks little or it is used for someone whose personality can be described in few words i.e. one who has not achieved in life.

A man who says very little because he lacks communication skills (i.e. he has nothing to say or he doesn't know how to say it) or a man has communication skills (i.e. who has a lot to say) and uses his words in a succinct way. :D
