Default arranged taking in account

Hello everyone
I'd like to ask if the following sentence is gramatically correct. And do I need to use "a" or "the" before "complete".

Necessary medical tests for complete examination are arranged taking in account harmful factors and unfavorable working condidions for every employee.

Yes, it does need an article. Without further context, the indefinite sounds better to me:
Necessary medical tests for a complete examination are arranged, taking into account harmful factors and unfavorable working condidions for every employee.
