a question related to punctuation

should I use quotation mark " or apostrophes ' in the following sentence:

These ions connect to each other forming a two-dimensional "sheet".

(they just look like a sheet)

I'd use a single inverted comma- 'sheet',but I can't see why you can't use "sheet".;-)
