Does the middle section mean that the bus schedule includes

The middle section means, except for. The bus times change from 20 after the hour (:20), 40 after the hour (:40), and on the hour (i.e. :00), to on the half hour (i.e. 3:30 and 4:30).

If the bus operates from 10 AM to 10 PM, then a bus will depart at 20 after, 40 after, and on the hour, every hour between 10AM and 10 PM, except for 3:30 and 4:30 when the bus departs on the half hour (:30).
