'Week 9' has no idiomatic meaning, as far as I know. It would need to be interpreted in the terms of the document that used it. For example, in a spec describing a program of developments or production or deliveries that were going to take place over the course of a year, starting in the first week of January, 'week 9' would refer to the first full week of March.

ETD = Estimated Time of Delivery

the first available vessel = the first ship with the right facilities, travelling on an appropriate route. For example, if Pluritec's premises were in Alaska, a ship sailing to Dubrovnik would not be a suitable vessel.
