    Hi,
I'm not sure if I understand it, I haven't encountered such a phrase before

What does it actually mean "parcel held"?

    Hello Vib,

I'm not sure either. It seems to be the jargon of the organisation.

It may mean "parcel retained, until another attempt at delivery".

    Best wishes,

The delivery could not be made, so the parcel is being held in the depot until the recipient either collects it or arranges a delivery time.
