Default biological systems

The sentence:

Human cultures evolve differently under varying circumstances, just as biological systems do.

About the "biological systems", does it mean "living organisms" only? Or does it include the system of their environment as well?

I'd interpret a 'biological system' as including the environment , an ecosystem. Sorry I have been working my fingers to the bone tonight.
