Default query on have and had

Hello Sir

I want to know where we use below sentence starting:

I have had... or I've had.... ?

Usually "Have" represents Present Tense (also used in "I have this Book" kind of sentences) and "Had" Past Tense then how come HAVE is coming before had? Shouldn't "Had" come before "HAVE"? what is the meaning of below sentence then:
I had have.... or I'd have...?
