little fish = unimportant people
cardboard box= homeless people

If you look at the full lyrics, you will see that their are dance steps depicting these. e.g. stacking shelves from cardboard boxes and shopping with a trolley with a wonky wheel.
"You can't dance like that!" - the song is saying, YES YOU CAN, you can dance to anything.
