Default Is Verizon helpful for English students

Quote from page 81 of my Verizon Treo Manual

TTY/TDD Mode is active. This mode you to communicate by
telephone if you are deaf, hard of hearing, or have speech or
language disabilities.

Does this mean they support people with language disabilities?
