What does it mean by mobilizing for the causes ?

International organizations are mobilizing for the causes as well: UNESCO has mapped the Atlas of the WOrld's Languages in Danger of Disappearing in 1996/

You could understand this as - beginning to take action. The causes here are principles or matters that people believe need support. E.g. that the gaelic language should not be allowed to disappear.
