"The eighties of nineteenth century should be written as 1880's in Arabic numberals (i.e. 19 - 1 century) + (years 80)." Why is that so?

Also, "The 5th century means from 500 to 401 B.C." Why is that? Could you explain about that in greater detail? Thank you so much.
The 5th century is actually 400-499. This is because there was no 'zero' century; at the point of Christ's birth (for agrument's sake at the beginning of 1AD, this would have been classed as the first year of the 1st Century, so by the time you get to 100AD you are then into the second Century.
