Default "worse for wear but yours very sincerely"

Hello.
I am not a native of English.

I came across a phase in a sentence,
"---, looking decidedly the worse for wear but yours very sincerely."

The content is about a person recalling himself when he was drunk at a party.The sentence ends at the word "sincerely".

My question is, what does "but yours very sincerely" mean in this sentence?

If you were to write this in a different way, would
"looking decidedly the worse for wear, but still charming."
be appropriate?

Drunks are often very 'sincere'- they will tell us how much they like us, etc.
